Incentive travel, small retreats and island group operations
MICE Agent and Operator in the Perhentians
Embassy Alliance is a MICE agent and operator in the Perhentians, a MOTAC-licensed DMC running incentive trips, small corporate retreats, dive-group charters and resort buy-outs on a seasonal marine-park island group reached by speedboat, since 2005.

The Perhentians are two small islands in a protected marine park, 20 km off the Terengganu coast, reached by speedboat from Kuala Besut jetty after a flight into Kota Bharu (KBR). There are no roads, no convention centres and no large hotels, so this is not a city for conferences or exhibitions. What it suits is a small, memorable incentive or reward trip, an intimate leadership retreat, a dive-group charter or a full resort buy-out, where the reef, the snorkelling and the quiet are the reason the group is there. It is seasonal: resorts open March to October and most close through the November to February monsoon, when the boats stop. Embassy Alliance has run this ground work from our Kuala Lumpur head office since 2005.
We are a MOTAC-licensed Malaysian travel agency and destination management company. For an island programme, coordination is the whole job: the flights into Kota Bharu, the road transfer to Kuala Besut, the speedboat crossing timed to arrivals, the resort rooms held for one group, the dive and snorkel schedule, the meals and the dinner on the beach or a boat. One accountable team holds the resorts, the boat operators, the dive centres, the guides and the on-island logistics together as a single plan, rather than passing your programme down a chain of subcontractors.
This page sets out how we work: the incentive and retreat formats we cover, the logistics we coordinate before, during and after the programme, the support we give travel agents and corporate clients, and the six steps from your brief to a delivered trip. Because the season is short and resort inventory is limited, the earlier you share dates and group numbers, the better we can hold what you need. When you are ready, send them and we build the proposal around them.
For a country-level view of our meetings and events work, see MICE and business tourism in Malaysia. For wider ground services, we also work as a local tour operator in Malaysia.
A resort booking gives you rooms. A MICE operator gives you a programme that a local team is responsible for from the jetty to the last boat out.
Your local MICE partner in the Perhentians
The difference between an ordinary booking agent and a local operator is coordination. One team holds the resorts, the boats, the dive centres and the on-island delivery together, so overseas agents and corporate planners without staff on the coast have a presence on the ground.

Local destination knowledge
We know the difference between Perhentian Besar and Perhentian Kecil, which beach suits a group buy-out, how the Kota Bharu to Kuala Besut to island run times out, which dive sites suit a mixed-ability group, and where a private beach dinner works. That read shapes a programme that runs on the ground, not just on paper.
Centralised supplier coordination
One team communicates with the resorts, boat operators, dive and snorkel centres, guides and caterers. Boat manifests, rooming lists, transfer times and dive schedules are held in one plan, so the gaps between suppliers are closed before they reach your group.
On-site event and group support
Overseas agents and corporate planners rarely have staff on the coast. We are that presence: a named coordinator who is reachable before arrival and on the island through the programme, briefing suppliers, watching sea and weather, and handling the changes that every live trip brings.
MICE services we provide in the Perhentians
Every incentive and retreat format that suits a small marine-park island group, with the operational support behind it, not just the event type. A Perhentians programme can also form part of a wider Malaysia corporate itinerary.

Small leadership retreats and offsites
Board and leadership offsites for small teams, with a private meeting space at the resort, quiet dining and a coordinator who keeps the day to schedule. The islands suit focused groups rather than large plenaries.
Incentive and reward trips
Reward programmes built around a snorkelling morning, a dive day, a beach barbecue and a closing dinner, with the boats, guides and reservations run as one plan for the whole group.
Dive and snorkel group charters
For dive clubs and reward groups, chartered boats to the marine-park sites, Tokong Laut, Shark Point and Turtle Point among them, with the dive centre, boats and daily schedule coordinated around ability and conditions.
Resort and beach buy-outs
Whole-resort or beach buy-outs for a single company, so the group has the pool, the beach and the dining to itself. Inventory is limited, so these are held early against your dates.
Team-building and beach programmes
Team activities on the water and the beach, from kayaking and snorkelling to a beach challenge, matched to group size, ability and the objective set by HR.
Milestone and celebration stays
Anniversary, top-performer and celebration trips with a private dinner on the beach or a boat, handled quietly for a small group that has earned the reward.

End-to-end MICE operations and logistics
The commercial pain point is coordination. Speedboat departures, resort check-in times, dive schedules and meal timings have to move as one programme. We run private and group transfers in the Perhentians and build the on-ground plan around the two islands and their beaches.

Resort coordination and room blocks
Resort research and site checks across Besar and Kecil, room blocks held for one group and check-in assistance matched to your boat arrivals. Inventory is limited, so blocks are secured early.
Flights and Kota Bharu arrivals
Meet-and-greet at Sultan Ismail Petra Airport (KBR) in Kota Bharu, representatives for staggered arrivals and the onward road transfer to Kuala Besut jetty.
Jetty and speedboat transfers
The road transfer from Kota Bharu to Kuala Besut and the 30 to 40 minute speedboat crossing timed to flight arrivals, plus inter-beach boat movement on the islands, where there are no roads.
Registration and guest management
Welcome packs, boat manifests, rooming lists and a single guest list that ties arrivals, resorts, dives and activities together. We brief guests to arrive with cash, as ATMs on the islands are limited.
Dives, snorkel trips and island activities
Marine-park snorkel and dive trips, island and jungle walks and boat excursions, selected for sea conditions, ability and objective, and slotted into the agenda without clashing with sessions.
Dining, beach dinners and celebrations
Resort dining, private beach barbecues and celebration dinners briefed to your theme, dietary needs and running order, from a welcome evening to a closing night.
Guides, hosts and multilingual assistance
Tourism Malaysia licensed guides and dive briefings working in English and Russian, briefed on your group profile before anyone arrives.
On-site troubleshooting and weather contingency
Supplier briefings, backup plans for sea and weather, an on-island coordinator and a live line, so a boat delay or a change in conditions is handled by a real person, not left to the group.
MICE support for agents and corporate clients
Whether you are an overseas agency needing a local ground handler or a corporate team planning direct, the ground programme runs the same way. As a B2B tour operator in Malaysia and Kuala Lumpur DMC partner, we hold the suppliers on your behalf.
For travel agents and overseas partners
White-label ground handling
We operate behind your brand where that suits the account, delivering the Perhentians ground programme while your agency stays the client-facing contact.
B2B quotations and itinerary development
Costed, client-ready island itineraries and confidential B2B quotations, itemised so you can present a clear programme and margin to your customer.
Supplier and booking coordination
Local supplier communication with resorts, boats and dive centres, multi-service bookings and amendment management, with one team holding the whole plan in sync.
Local representation during the programme
An on-island representative through the trip, and extension programmes in other Malaysian destinations when the group wants to add days before or after the islands, since flights route through the mainland.
For corporate clients
Corporate travel and procurement teams
One local contract that itemises resorts, boats, transfers, dining and activities, works to your travel policy and returns clean documentation for finance.
HR and employee engagement teams
Incentive rewards, retreats and team-building built to an engagement objective, with a pace and activity mix matched to the people travelling and the island setting.
Marketing and brand teams
Reward trips, brand retreats and celebration events with a beach or boat setting, coordinated to your run order and look, with the local suppliers a campaign needs.
Small groups and leadership teams
Leadership offsites and top-performer trips for the small groups that suit the islands, with resort and supplier coordination handled on the ground.
Why choose the Perhentians for MICE travel
The destination case, kept to corporate group planning rather than general tourism. For broader detail see Perhentian Islands destination information and destination information for Malaysia.

Reachable but genuinely remote
A flight to Kota Bharu, a road transfer and a short speedboat crossing put the group away from the office and hard to interrupt. That distance is the point of a reward or retreat here.
Resorts that suit a group buy-out
A limited set of resorts on Besar and Kecil, small enough that a company can take a whole property or beach, which gives an incentive or retreat a private feel.
A protected marine park
Marine-park status has preserved the reef, with reef sharks, turtles and healthy coral around more than twenty dive sites, so the reward is genuine rather than staged.
Water and island activities
Snorkelling, diving, kayaking, island walks and boat trips give an easy, memorable mix for reward and team programmes without heavy logistics.
Corporate activities and incentive experiences in the Perhentians
Activities used for welcome, reward and team programmes, chosen for group size, sea conditions, ability and the objective, and slotted around the agenda.

Snorkelling and marine-park trips
Guided snorkel trips to Shark Point, the coral gardens and Turtle Point, used as welcome or reward mornings around the agenda.
Attractions and experiences in the PerhentiansDiving for groups and clubs
Dives at Tokong Laut, Pulau Susu Dara and Terumbu Tiga with local dive centres, for certified groups or a try-dive for beginners.
Corporate group excursions in MalaysiaTeam-building on the water and beach
Kayaking, beach games and snorkel challenges chosen for group size, ability and the objective, run as a reward or team morning.
Island and jungle walks
Short walks between beaches and to viewpoints on Besar and Kecil, and a boat tour around the islands, for groups that want time off the water.
Private tours in MalaysiaCelebration dinners and reward evenings
Private beach barbecues and dinners under the stars as a reward or closing evening, briefed to the group and the occasion.
How we plan a Perhentians MICE programme
A practical workflow from your brief to delivery, with the operating documents prepared at each stage rather than improvised on arrival.
- 01
Brief and requirement review
You send the brief. We clarify objectives, group profile, dates, resort and activity needs and budget, and confirm what the trip has to achieve.
- 02
Programme and budget development
We build an initial programme and an itemised budget across resorts, boats, transfers, activities and dining, so you can see exactly what each line covers.
- 03
Supplier and resort coordination
We check availability against the season, hold resorts and room blocks, arrange a site check or video walkthrough, and refine the proposal until it fits.
- 04
Pre-arrival preparation
We prepare the operating documents: rooming lists, boat manifests, transfer and dive schedules, supplier contacts, dietary lists, emergency numbers and a cash reminder for guests.
- 05
On-site operations
Our coordinator manages arrivals, the crossing, group movement and delivery on the island, briefing suppliers and handling sea, weather and schedule changes as the trip runs.
- 06
Departure and post-event follow-up
We coordinate the return crossing and departure transfers and close the file with a follow-up, so the next programme starts from what worked and what you would change.

Information needed for a tailored MICE proposal
An accurate brief lets us prepare a more relevant programme and quotation. The more of this you can share, the faster and closer the first proposal.

“What stood out was that the Embassy Alliance team genuinely knew the destination. The guides corrected my assumptions in the briefing; the routing they suggested worked better than my draft.”

Perhentians MICE planning, frequently asked
A local MICE operator in the Perhentians coordinates the ground side of a small corporate trip: resort sourcing and room blocks, flights into Kota Bharu, the road transfer and speedboat crossing, snorkel and dive activities, dining and beach dinners, supplier briefings and on-island operations. Because the islands are a seasonal marine park with no roads, no convention centres and limited inventory, the work is about incentives, retreats and reward trips rather than conferences or exhibitions. Embassy Alliance runs this from a Kuala Lumpur office, so one accountable team holds the whole programme together.
